Overview of 2022-2023 Annexation Phase 3

The City of Portland is in the process of annexing approximately 1,460 acres of land west of the current Portland city limits. The area being annexed is in Portland's extraterritorial jurisdiction (ETJ).

Draft Development Agreement for Phase 3

Residents in the annexation area received a letter from the City of Portland along with a form titled "Application to City of Portland for Development Agreement Pursuant to §43.016, Local Government Code". If you received this form and believe your property qualifies for a development agreement, you must submit a completed form by April 4, 2023, by 5:00 p.m.
